I have a simple, one-page chart.  It takes up the entire page. It is overlapping the title and the legend.  How I can resize just the chart?  I've tried changing margins, etc., nothing helps.  I know you could do this in previous versions.

You can resize your chart in a variety of ways. 

The first thing I would check would be your font point size (it should be around 9).  Anything over this could cause your boxes to become small.  Check your actual document size.  View | Rulers.   

The second thing I would check would be your chart styles.  This tool is located in your formatting toolbar on the bottom by default.  See the image below.

You could try doing a "select all" (Control+A). Then, with the shift key held down, "scaling" in all the boxes at the same time.  Click and drag inwards from any outside corner.
